Development Summary

The property is part of the Carlsborg Urban Growth Area created by Clallam County, in December, 2000, under the terms of the state's Growth Management Act. See Carlsborg UGA Map and Carlsborg UGA Photo.

The Carlsborg UGA is the only area set aside for urban growth along the 17 mile Hwy 101 corridor between Sequim and Port Angeles. Except as may be allowed by pre-GMA permitting, the remaining properties in this coastal area are restricted to uses primarily of a rural and agricultural nature.The subject acreage (Parcels "A" and "B") comprise the largest undeveloped parcel of land within the Carlsborg UGA.

Zoning and Uses

Development in the Carlsborg UGA, which encompasses 560 acres, is governed by zoning categories and development regulations tied specifically to the UGA. The subject property has the following zoning:

  • Parcel A--this 20.29 acres is zoned Carlsborg Residential (CR). This allows development of two homes per acre (as noted below density will increase as public sewer and water provided).


  • Parcel B--this 20.29 acres has two zones. 17.75 acres are zoned Carlsborg Residential (CR) and the remaining 2.54 acres, fronting on Carlsborg Road, are zoned Carlsborg Village Center Commercial (CN).


  • The primary usage in the CR zone is single family, duplex and multiple family housing. Mobile home parks are also allowed.


  • The CN zone also allows residential uses in the form of single family housing, duplexes and group homes and commercial uses such as gas stations, grocery stores, restaurants, motels, retail establishments, and professional and medical offices. Both zones allow planned unit developments.
